They’re Trying to Make Money at All Cost
You know that company that tries everything to make money, that company that offers a service for a cheap price today and then suddenly triples it without a solid reason the next day?

If an ISP is desperately trying to make money at all cost, either by wanting to have every customer, or by doing everything to get people to make more money than a service is worth, make sure you avoid them.
If a particular ISP calls a product $5 this month, and then increases it to $10 the following month and $15 the next, make sure you avoid them. They don’t care at all about you, the only care about their pockets and will hardly stay long in the game.
They Don’t Have a Good Track Record
Every ISP has a track record, no matter how long or short they’ve been in the game. If you’re seeing an ISP that is always being bought; say, one that has been bought like 5 times in the past decade. Make sure you shy away from them. That company probably has a lot of money problems and management issues, and they will hardly last long in the game.

They Make it Difficult to Get in Touch with Them
ISPs that really care about their users make it extremely easy to get in touch with them, ISPs that don’t care make it as difficult as possible. If you’re on the site of a good ISP, contacting them should be a button away. If you’re in their office, getting in touch with a representative should be a breeze, and if you’re in your home it should be as easy as possible to contact them.
Communication can solve a lot of problems, and an ISP with poor communication skills should never be patronized. Any ISP is as good as the customer support it offers, so make sure you beware which ISP you go with.
